If it was a cop, would he have decided on a second kidnapping after seeing Clark's actions? And if you imagine that it was a detective, on the one hand it becomes clear where he came from in the amusement park, but I don't understand how he ended up in the bushes in the field where Chloe was buried. The most logical explanation in my opinion is this: Lex's detective persuaded a cop to kidnap Clark's girlfriend and followed the process to uncover Kent. P.S. Where did that pilot disappear? It's not just like that that they remembered about him?
On the one hand, it's a shame that Clark and Lana didn't work out, although they could, but on the other hand, in my opinion, Chloe is a more lively and vivid character than Lana.
