I don't remember how Harvey and Donna's romantic relationship developed there, but I'm sure that Donna's new man was introduced into the plot only so that Donna would start comparing him to Harvey, and Harvey would feel the risk of losing Donna (we don't keep what we have). As a result, Donna realizes that she cannot live without Harvey, and the new one cannot distract her from this, and she leaves him for Harvey, who by that time was suffering for Donna himself.
