And the mother and father spoke quite quickly and clearly with a small daughter, who is still slowly and stumblingly learning to speak.
It follows that they could speak before she was born.

Since there is no need to learn speech for someone before the birth of a child, it means that we conclude that this is a basic skill of the villagers. For example, to communicate with strangers. All sorts of traveling merchants, for example. Or adventurers.

So we come to the conclusion that everyone in the village knows how to talk, they just don't like it. And the girl is ranked much lower than the merchants who came and no one will deign to communicate with her voice for her sake.
