Two-fold feelings
In general, filming of one episode takes an average of 2 weeks. Yeah, with one day off and 12-18 hours a day on set. Episodes 20-22 are 40-44 weeks. It is unrealistic to remove it in advance. And financially unprofitable. A year to spend money without beating back through impressions. Therefore, ratings for TV series are a matter of life and death.
Plus, in the States, movies/ TV series are not fully financed by the state from the state budget, as in the Russian Federation.
The Rookie has a shooting period from the beginning of July to the very end of March, which gives 36 weeks after deducting weekends for Christmas and Thanksgiving. By the end of October, 11 episodes had already been filmed in this TV season. And with any calculations, it turns out to be the same 10 days per episode (in fact, they always shoot at least two episodes at the same time, dividing them into blocks according to scenes combined by one location).
It is clear that they had to finish this story, but to do it with such a break...A bad idea.
