Arajin doesn't even try to get to know Mahoro, their relationship is so one-sided that it's disgusting to watch. The only thing he said correctly in this episode was that Matakara needed to finally hear that Arajin was NOT striving to become a honkibito, as he had been saying since the first episode. Maybe the time for such a conversation is not the best, but otherwise no one listened to Arajin.
As for the one-sided relationship... Yes, almost everyone here is like that. Matakara has a one-sided friendship, Arajin has love for Mahoro, Mahoro has adoration for his brother. Ichiya and that one have some kind of one-sided hatred/resentment.
