@alavitka: I also thought about it, but then Hoshi replied that they can't distinguish a person from the locals, because there are too many people. And they couldn't track the transmitter exactly, but only within a few blocks. So here they went out on the imperfection of sensors.

It seems to me that this is such a fantasy at the end of one of the episodes of TOSA, where McCoy also forgot the communicator on an alien planet
