It's really fucking awful.
First, let's start with "16 years of sexual activity." We know that Barney lost his virginity at 23, and he's clearly not 39. Although there is a possibility that Marshal counts down from 17 years old, because everyone out of sympathy for Barney pretended that he had his first sex at that age. In any case, this figure is false and does not reflect the real situation.
Secondly, "20 girls a week" are the ones Barney is hitting on. That is, having received a refusal, he looks for the next one, and having received consent, he stops. There was no way he could sleep with twenty girls a week. That is, Marshal is right when he says that Barney is screwing up as a percentage, but he is wrong when he says that there could have been much more women.
