@id6931682: That's the thing - in a place where robberies and violence are commonplace, an out-of-the-ordinary situation will hardly lead to mass riots than somewhere where everything is orderly and causal. There, like a small spark in a dry field, it will be enough for chaos even to de-energize the area.
